The additions and revisions were accepted by the IPCC at its Twelfth Session held in Mexico City (11-13 September 1996) after acceptance by Working Group I at its Sixth Session held in Mexico City (10 September 1996). Further development of the IPCC Guidelines focused on several areas: • • • • • Carbon dioxide and non-carbon dioxide gases in Energy,· 'New gases' (HFCs, PFCs and SFJ in Industrial Processes,· Nitrous Oxide from Agriculture,· Carbon dioxide from soils,· and Methane from waste and rice cultivation.
1996). K. HASSELMANN et al. 24 frozen emissions a major climate change also occurs, but over a still longer time span. These temperature changes lie beyond the range of calibration of the models, however, and can be regarded only as order of magnitude estimates. FIGURE 21 shows in contrast the optimal emission paths computed by minimizing the sum of the abatement and climate damage costs. Four different cases are considered: a baseline reduced-emission scenario SO; two scenarios with reduced (Sla) and zero (SIb) economic inertia terms in the abatement cost function; and a modified baseline experiment (S2) in which the climate damage costs are assumed to depend only at the rate of the temperature change.
All such factors are likely to provide considerable incentives for enhancement of the quality of national emission data. The remainder of this paper focuses on methodologies of quantifying emission data and suggests the possible direction of future work in inventories. B. LIM et a1. 32 6. Uncertainties TABLE 1 provides a qualitative assessment of the relative uncertainties for global emission estimates for key components of the IPCC Methodology. The overall uncertainty ranges shown here are based on an interpretation of the uncertainty information presented by the IPCC .
